To add a new cookie:

var newCookie = false; // boolean, in top.js

in getPreferences in top.js,
	getCookie and set newCookie.

If cookie is a preference toggle, put its putCookieYear() in prefs.js.

If not, e.g. cookiesAccepted, cacheCleared, put its putCookieYear in the ask function.
