Code that formerly hid scale bar when static image width was specified is in capture.js.
For saving static images (PNG), scale bar is correct.
Formerly, for saving PNG with specified width, scale bar was wrong, but seems fixed in 16.1.41.

Code that hides scale bar when saving animations is in capture2.js.

Font size problem in saved animations is exaggerated with small window sizes.
