[BiO BB] about moderation

It appears that the first SPAM message has made it through the filter.  Up
until now, we haven't been moderating the forum, but if the SPAM (or
trolling) gets heavy, we'll do that.  Usually the SPAM diminishes after a
while, so we'll take the wait-and-see approach.
