[BiO BB] How do you evaluate new software?

Hi,

I've been enjoying the mailing list archives; although I haven't 
finished reviewing the full history, yet. I've followed a lot of the 
passing references to various software/databases. This has given rise 
to a curiosity:

When you become aware of a new bioinformatics software tool, what 
criteria do you use in determining whether to accept or reject the new 
software/database?
