Yes, I had the default "allocation_rule   $round_robin", I've changed it to 
$fill_up, and it seems to work as advertised. Thanks. The documentation for 
sge is daunting.

I'm beginning to understand that most specification of behavior is done by 
modifying the queue properties, not the job properties.
