If the former, could you send the output of mpiblast run with --debug?
If the latter, from ncbi/build/blastall --help:
  -f  Threshold for extending hits, default if zero
        blastp 11, blastn 0, blastx 12, tblastn 13
		  tblastx 13, megablast 0 [Integer]
		default = 0
you have to specify mpiblast --config-file=</path/mpiblast.conf> , -f is for passing options to BLAST itself. This is a bit confusing, as mpiformatdb takes -f or --config-file for the config file.
