Use SSH which is on Xserve and OS X by default. The ServerAdmin GUI should let you control how SSH is started and if the firewall allows access from external sources. If root can login via SSH and a normal user can't then something is wrong with the SSH config or more likely the authentication scheme for the user and his/her password.
