[Bioclusters] Rsync and NCBI

[Jeremy Mann]

Today I noticed our rsync of the NCBI blast database hasn't been working
for few weeks. All I get are timeout errors in our log files. Did they
change the rsync link? And is there another mirror we can rsync from?
