I'll probably have some detaillistic comments later on when we need to
technically implement it all, but in theory it's fine to me.

So the cetral server gets 2 funtions:
1- exporting VSH instances locations so they can find each other.
2- supplying public nodes\subnets\networks that are somehow 'good'.
