Three reasons for this:

  (1) Works better with themes.  For example, locus text may be
      optionally placed over a symbol, or the text_box may simply
      not be used.

  (2) I'm using a PI/200, and dragging connected loci is just a
      leeeetle bit slow.  As an option for slower systems (especially
      if the antialiased canvas is used), the selection box can be the
      only thing dragged.  And when it is dropped, loci and lines just
      snap to the new positions.

  (3) Connector dots will have selection boxes too.  Without selection
      boxes, it would be awkward trying to show that a dot is selected.
