You have described Pied/Piper to the tee! http://bioinformatics.org/piper It was previously called "Loci" and "Tulip", and you may have heard mention of it under one of those names. The system is more generic than anything else that can be compared to it (Khoros), but half of the developers are bioinformaticists.
