[pyorbit] move to autoconf

I still get errors when try to cvs update my tree (I get the Permission
Denied messages).  It can do an initial checkout correctly, so it is not
an authentication failure.  I can't cvs update a fresh checkout either.

There may be some problem with the CVS setup on the server end.
