BACKGROUND

The University of Nebraska Medical Center (UNMC) has created a new position charged to set the vision for UNMC biomedical informatics resources and programs. This new Vice Chancellor will be a campus leader that reports directly to the Chancellor, alongside all Deans and Directors. Biomedical Informatics resources and graduate program will be consolidated under a new Center for Biomedical Informatics. The leader will be charged to expand investigator-initiated and collaborative biomedical informatics expertise, research and education through faculty recruitment and development.

UNMC is the only state-funded academic health science center in Nebraska, with a 500-mile wide campus and over 100 training sites supported from its Omaha, Nebraska facilities. UNMC has Colleges of Medicine, Dentistry, Pharmacy, Nursing, Public Health, and Allied health. The College of Graduate Studies oversees 16 graduate degree programs, including an innovative, collaborative biomedical informatics graduate program with the University of Nebraska-Omaha College for Information Science and Technology, which allows students to matriculate from either campus. Affiliated with UNMC are the NCI-designated Fred and Pamela Buffett Cancer Center, and the federally designated Munroe Meyer Institute for Genetics and Rehabilitation. UNMC is also affiliated with several University of Nebraska-wide institutes, including the National Strategic Research Institute, the only biomedical research-focused Department of Defense-designated university affiliated research center (UARC), with a focus on passive defense against weapons of mass destruction, including surveillance, biologic agent genomics, and consequence management.

UNMC is closely integrated with Nebraska Medicine, a health system with HIMSS designation that includes a 600 acute care bed, tertiary care hospital, nationally recognized clinical programs, and links to over 40 local primary care and specialty clinics, a regional provider network and additional hospital network affiliations. Nebraska Medicine receives international referrals for lymphoma and other specialized cancer care; bone marrow, liver, heart, and small bowel transplant; and highly infectious diseases. UNMC is affiliated with the Omaha VA Medical Center and the Omaha Children's Medical Center and related health systems. UNMC is building a $350 million Howard and Pamela Buffett Cancer Center and Cancer Research building, the Lozier Center for Pharmacy Sciences and Education and Center for Drug Discovery, and the Lauritzen Ambulatory Care Center with a new telehealth facility.

Other resources include a jointly-owned enterprise-wide data warehouse for electronic health record data linked to a number of registries, the anonymized instance that accompanies the Nebraska Biobank, and the PCORI-funded i2b2 infrastructure, which is part of the 6-state Greater Plains Collaborative PCORNet infrastructure for comparative effectiveness research. The Nebraska Biobank has over 30,000 patient samples to support a wide range of genomics research that can be queried by the anonymized records linked to it. The Bioinformatics and Systems Biology Core supports analysis of next generation sequencing and other genomics and systems biology data and technologies. The Electronic Health Record (EHR) Data Access Core supports faculty-driven requests for research data sets, and the Research IT Office hosts the REDCap database and assists investigators with new equipment integration and new databases. The College of Public Health's Center for Collaboration on Research Design and Analysis provides biostatistics and epidemiology consultation to all UNMC faculty.

Reporting structure:

Direct to the UNMC Chancellor, alongside all Deans, Directors, with particular collaborations with the Vice Chancellors for Research and Academic Affairs
Interactive and collaborative with the Chief Transformation Officer, Nebraska Medicine, who is responsible for the clinical enterprise health informatics programs

RESPONSIBILITIES

Develop the vision and provide consultation to the Chancellor on the education, research, resources and policies that will position UNMC to be a national leader
Develop and direct a new Center for Biomedical Informatics that will serve as a "meeting place" for regional faculty and staff with biomedical informatics expertise
Expand UNMC's extramurally funded investigator-initiated and collaborative biomedical informatics research through mentorship and assisting Deans and Institute Directors with new faculty recruitment
Oversee the activities of the Chief Bioinformatics and Research Computing Officer, who also directs the Bioinformatics and Systems Biology Core
Oversee the director of the UNMC Biomedical Informatics graduate program and collaborate with UNO's Biomedical Informatics graduate program director to meet regional graduate program biomedical informatics education needs
Collaborate with Nebraska Medicine's Chief Transformation Officer and Health informatics leaders to prioritize enhancements and identify resources for the electronic health record data infrastructure and enterprise-wide data warehouse to support a range of health outcomes and telehealth projects
Collaborate with the Vice Chancellor for Research to expand the expertise and capacity of the biomedical informatics services or support other core technologies
Collaborate with the Vice Chancellor for Academic Affairs to develop an Education IT Support Office/Unit that helps select and implement technologies for distance education and collaboration, including iEXCEL, a planned regional simulation and virtual reality website center
Collaborate with the Dean of the College of Public Health to expand biostatistics and epidemiology, and public health informatics expertise available in the Center for Collaboration on Research Design and Analysis supporting collaborative research programs

REQUIREMENTS

Holds an advanced degree, MD, PhD, PharmD, or DDS
Eligible for appointment at an Associate Professor or Professor within any of UNMC's Colleges or research Institutes based on past training
History of significant past or current grant funding
