[Biodevelopers] IT / bioformatics organizational structure?

Hello
I would like to get a sense on how other small companies / organizations 
build their IT and bioinformatics groups. Do you have one large group or two 
groups that fall under R&D? One of the issues that we are having is when the 
bioinformatics group build some prototype they would like to pass the 
application(s) on to IT. This way they are free to work on new projects. 
Currently, this is not happening. So is it simply a matter of building 
integrated teams (need support from the people above)?
