[BiO BB] proteolytic cleavage site prediction ?

Hello all,

Is anyone aware of a freely available tool that allows me to submit a list of Gene IDs/symbols and determines which genes in the list are known transcription factors? Moreover, if such a tool exists, does it also report the targets of these known transcription factors? Thanks a lot.
